On the other hand, AI ethics often hinders technological development by talking about empty talk and has no practical meaning.

Problems and Alternative Approaches
According to this study, current AI ethics principles are abstract and lack practical guidelines for action. This is because AI ethics is increasingly important as AI technology is increasingly developed and widely used throughout society. According to Luke Moon's "The Uselessness of AI Ethics," current AI ethics are ineffective and do not solve fundamental problems. However, this criticism does not invalidate the need for AI ethics, but rather seeks more specific and practical approaches.
As AI technology has social, political, and economic implications, it must be developed and used in a way that is consistent with human values and justice. AI ethics play a critical role in guiding the direction of technological development in harmony with human welfare. This requires practical guidelines and specific policies, not just the presentation of ideal principles.
But I guess I can't not do it, right?
That's right. It's not that AI ethics are unnecessary, but even the current discussions are just empty words, which confuses users, developers, and researchers. For example, abstract principles such as human dignity/social public good have different standards for each individual or country, and the so-called core requirements such as publicness, data management, and transparency are often impossible to keep or just sound good. This paper warns against making promises that can't be kept now, rather than establishing meaningful principles and ethics.
I personally agree with this. In fact, in a situation where private companies have no choice but to lead the development of AI models, how much can we emphasize publicness, transparency, and solidarity? It is difficult for for-profit companies that have no choice but to pursue private profits. Also, if you ask 10 people on the street about human rights and human dignity, all 10 of them will tell you different stories. (There is something that has been stipulated by the National Human Rights Commission, but if this is applied to AI, current AI chatbots and agents will have to go through a rating committee like the Game Rating Committee before they can go out.)
As image generation and voice generation technologies have grown explosively as they have become open source, I personally believe that it is better to promote growth now and then talk about regulations or ethical regulations later. In fact, there is a high probability that AI ethics will end up just being a pleasant sound.
