Outline

This paper points out the limitations of the risk mitigation approach centered on "responsible AI" in AI regulatory discourse and proposes a social impact assessment framework that utilizes the concept of freedom to systematically examine the social impacts of AI. Drawing on Kantian philosophy and its contemporary interpretation, it defines freedom as the counterpart of responsibility and proposes two dimensions: freedom as a capability and freedom as an opportunity. Applying this framework to the Sustainable Development Goals (SDGs), it develops a prototype framework that systematically considers the social impacts of AI. This framework complements existing risk-based approaches and presents a first step toward realizing the concept of freedom in policymaking.

Takeaways, Limitations

Takeaways:
The need to move beyond a risk-mitigation-focused approach to AI regulation and instead focus on a comprehensive assessment of social impacts is highlighted.
A new framework for assessing the social impact of AI is presented by introducing a new perspective on freedom (ability, opportunity).
Enhancing the effectiveness of AI's social impact assessments through alignment with the Sustainable Development Goals (SDGs).
Presenting the possibility of a balanced approach to AI regulation through the interaction of the concepts of responsibility and freedom.
Limitations:
The presented framework is a prototype and requires further research for full practical application.
The existence of various interpretations of the concept of freedom and the resulting ambiguity in the application of the framework.
There is a possibility that the link with the SDGs may not comprehensively address all social impacts.
Lack of specific policy recommendations or practical application examples
