Outline

This paper highlights the need for integrated and participatory efforts to address major global issues with complex interdependencies, highlighting the limitations of existing risk analysis frameworks. While existing frameworks simplify complexity to make it manageable, they hinder intersectoral collaboration. This paper presents an AI-enabled negotiation framework leveraging large-scale language models (LLMs) and AI-powered autonomous agents. This framework enables stakeholders to simulate negotiations, systematically model dynamics, anticipate compromises, and assess the impact of solutions. Leveraging the LLM's semantic analysis capabilities, it mitigates information overload and improves decision-making under time constraints. Proof-of-concept was demonstrated for two real-world scenarios: the prudent use of biopesticides and wildlife population control. The open-source, web-based design facilitates broad user access.

Takeaways, Limitations

Takeaways:
An AI-based negotiation framework presents the potential for effective collaboration and decision-making to address complex global issues.
LLMs can help alleviate information overload and support efficient decision-making under time constraints.
Increased accessibility and usability with open-source, web-based design
Providing tools to effectively support negotiation and compromise between various stakeholders.
Limitations:
Further verification of practical applicability and scalability is needed.
Consideration is needed on the limitations and biases of LLMs and their impact on the results.
Further research is needed on the difficulties that may arise during the process of engaging and reaching agreement with various stakeholders.
Further research is needed to determine generalizability, as this proof-of-concept is limited to a specific scenario.
