This paper is the first to comprehensively analyze the current status of the development of Socially Compliant Autonomous Vehicles (SCAVs) for the full automation of autonomous vehicles (AVs). Recognizing the shortcomings of existing research, we conducted a scoping review to identify key concepts, methodological approaches, and research gaps for SCAV development. Through expert interviews and an online survey of researchers, engineers, and policymakers worldwide, we proposed and validated a conceptual framework for SCAV development. Finally, we present future research directions and recommendations for SCAV research and development.
